- Superintendent's RemarksSuperintendent Richard Duncan was elected President-Elect of the West Virginia Association of School Human Resources Officials, the professional organization of school personnel directors throughout the state. One of the discussions about certification at the WVASHRO conference concerned creating a Paraprofessional Facilitator, which would be a permit given to a person without a Bachelor's Degree. This would allow them to substitute teach under the supervision of a professional at a reduced substitute pay rate. There are definitely some reservations.
