    1. Positively ChargedYesterday was National School Bus Operator's Day. We would like to recognize our Transportation Department for their hard work and service to our schools. The Get a Life program event took place here today. It teaches kids about personal finance, which is especially useful if legislature passes the bill requiring personal finance as a high school credit. RCHS Wrestling team placed 2nd in the regionals and have 8 wrestlers going to represent RCHS at the state competition next week. We congratulate them on their success so far and wish them good luck at states.
    2. Public ParticipationParents Seth Anderson, Vanessa Parker, Sherrie Anderson, Lewis White, Shannon Bailey, and Nicole Babcock express their concern about the lack of communication/feedback from school administrators and teachers, lack of accountability, students being mistreated by teachers, bullying in the schools, etc.

    7. Superintendent’s Evaluation for 2022-23Motion by Daris Harper and seconded by James Minney to go into executive session to discuss the Superintendent's Evaluation for 2022-2023 school year as per WV Code section 18-4-6(d). (9:17 pm)This Summary Statement of Superintendent Evaluation for Dr. Richard Duncan was given on February 21, 2023: In accordance with WV Constitution Article XII, WV Code 18-4-6, WVBE Policy 5309 and RCBOE Policy 121, the members of Roane County Board of Education have completed their evaluation of Dr. Richard Duncan for the SY 2022/2023. Board members were provided a WV State Board of Education approved evaluation tool consisting of mutually agreed goals and objectives for Dr. Duncan, were approved on September 8, 2022. As required by code, the goal was to support the progress of the county strategic plan with one of the goals related directly to student achievement and performance of low performing schools. Additionally, the Roane County Board of Education established a 37 point evaluation across 9 separate categories related to required evaluation areas as set forth in WV State Code ad WV State Board of Education Policy. Dr. Duncan provided the narrative response to these goals for all board members. The board collected input from stakeholders from public meetings, LSIC meetings and surveyed them. Each board member independently completed an evaluation document based on those responses. The board president compiled and presented one aggregate report to the whole board for discussion of the Superintendent's strengths and weaknesses, as well as the Board's own performance as the public body ultimately charged with the education responsibility of Roane County. During this formal evaluation, the Roane County Board of Education found Dr. Richard Duncan to have met or exceeded the standards set forth in all 9 categories set forth in the evaluation tool. Improvement in the future performance for both the Superintendent and the board were also part of this discussion. In respect to the required goals related to student achievement, the board established a measurable goal to increase by 5%, the proficiency in 3rd through 8th grade mathematics and English language arts. While considerable improvement is still needed to achieve this level of proficiency, solid improvement must have been demonstrated from the CACIA data in moving the low mastery portion of student population to partial mastery. Additionally, Star 360 standard based data indicates gains by percentile rank nationally in 3rd through 8th grades with the only exceptions in 6th and 7th grade math. Improvement in future performance for both the Superintendent and the board were also part of the discussion. Changes to terms, benefits or salary were discussed but not finalized as Dr. Duncan's contract will expire June 30th of 2023.

  6. Reports of Committees
    1. Roane Jackson Technical Center Administrative Council (2/21/2023)Jackson County may be working to house a "mini tech center" that offers electrical, HVAC and industrial machining. Our interested students would not be able to participate because it is separate from RJTC. Part of the 2020 CEFP for RJTC focuses on constructing a building on the RJTC campus to house electrical and HVAC, allowing both counties to participate in these programs that students from both counties have expressed much interest. Roane County has no facility or resources to house the high bay type shops that these programs require and rely on the collaboration between the two counties. These multicounty centers were created for just this type of collaboration, offering services that RJTC to provide this service. We are now seeking further guidance from colleagues in managing this situation.2. WV Extension Service Committee Mr. Harper relayed that they are presenting their budget to Roane County Commission on the 2nd and soon will be presenting here. It is a wonderful program and they do a phenomenal job. Ben Cummings was elected President again this year.
  7. Superintendent's RemarksMet with Thrasher concerning the CEFP and the operational complex move. We hope to have a conceptual design soon. Also, the next county leadership team meeting is this Tuesday, the 28th, at GEMS.
