    Qualifications

    1. Minimum of a Master’s degree in education, administration, or a related field.
    2. West Virginia administrative certification required.
    3. Demonstrated experience in managing federal education programs (e.g., Title I, II, III, IV, V, VI).
    4. Strong knowledge of ESSA (Every Student Succeeds Act), related federal statutes, and grant management practices.
    5. Experience with grant writing, data analysis, budgeting, program evaluation, and compliance monitoring.
    6. Strong interpersonal, organizational, and communication skills.

    Responsibilities

    1. Oversee the planning, implementation, and monitoring of all federal education programs, including but not limited to Title I, Title II, Title III, Title IV, McKinney-Vento, and other federally funded initiatives.
    2. Ensure full compliance with all federal regulations, state policies, and local procedures.
    3. Prepare and submit all required federal program applications, amendments, reports, and documentation in a timely and accurate manner.
    4. Conduct ongoing internal audits and evaluations of federally funded programs to ensure integrity, equity, and effectiveness.
    5. Develop and manage budgets for federal programs, ensuring that funds are allocated and expended in alignment with program goals and legal requirements.
    6. Collaborate with the finance office to track expenditures and maintain accurate financial records.
    7. Monitor subgrants and expenditures at the school level for allowable uses and program fidelity.
    8. Serve as a liaison between Roane County Schools and the West Virginia Department of Education (WVDE) regarding federal program requirements and updates.
    9. Provide technical assistance and professional development to school administrators, program staff, and teachers regarding federal program guidelines and instructional strategies.
    10. Work closely with school-based teams to develop schoolwide and targeted assistance plans that effectively utilize federal resources.
    11. Collect and analyze data to evaluate the impact and effectiveness of federally funded programs on student outcomes.
    12. Prepare and deliver reports and presentations for the superintendent, Board of Education, WVDE, and other stakeholders.
    13. Maintain program documentation for audits, monitoring visits, and public transparency.
    14. Lead the development and implementation of the district’s strategic plan.
    15. Align federal program goals and resources with the district’s strategic plan and school improvement initiatives.
    16. Support equitable access to high-quality education, particularly for students who are economically disadvantaged, English learners, homeless, or in other underserved groups.
    17. Participate in districtwide planning efforts to promote continuous improvement and equity in educational services.
    18. Organize, delegate and manage tasks to accomplish district and departmental goals
    19. Communicate effectively with all stakeholders, including staff, families, community members, and board members.
    20. Establish and maintain positive public and employee relations in all areas of responsibility.
    21. Use technology effectively to enhance communication, collaboration, and documentation.
    22. Attend school board meetings and serve as a key advisor to the Superintendent.
    23. Participate in extracurricular events and programs where possible to support school and community engagement.
    24. Maintain and upgrade professional skills through ongoing professional development.
    25. Perform other duties as assigned by the Superintendent.
