    Qualifications

    1. Minimum of a Bachelor's degree in education or a related field; advanced degree preferred.
    2. West Virginia certification in special education or a related area required.
    3. Experience as a special education teacher or in a similar support role preferred.
    4. In-depth knowledge of IDEA, Policy 2419, and the use of the West Virginia Online IEP system.
    5. Demonstrated ability to support compliance, lead professional development, and collaborate across multiple levels of the school system.

    Responsibilities

    1. Provide training and support to special education teachers on IEP development, implementation, and compliance with IDEA and Policy 2419.
    2. Monitor IEPs to ensure they are developmentally appropriate, standards-based, strength- based, and relevant to individual student needs.
    3. Attend eligibility meetings, complete required team documents, and facilitate collaborative discussions.
    4. Support case managers in using online systems, verifying service delivery, developing transition plans, monitoring progress, and maintaining effective parent communication.
    5. Coordinate with school-based teams to ensure that all special education documentation is completed accurately and on time.
    6. Serve as the county’s special education contact and represent the county at regional and state-level special education meetings, as needed.
    7. Ensure consistency and alignment across countywide programs such as Student Assistance Teams (SATs), IEPs, 504 plans, personalized education plans (PEPs), behavior intervention plans, and student health/medication plans.
    8. In collaboration with finance and HR personnel, identify, allocate, and monitor fiscal, human, and programmatic resources to support special education programs across the county.
    9. Oversee the deployment and use of assistive technologies, health-related supports, and contracted services to ensure accessibility and equity for students with disabilities.
    10. Oversee and implement the county’s Medicaid billing program.
    11. Develop and lead professional development opportunities focused on special education law, IEP compliance, instructional strategies, and inclusion.
    12. Contribute to the development of the county’s professional development plan with a specific focus on meeting the needs of students with disabilities.
    13. Maintain up-to-date knowledge of changes in federal and state special education law and policy.
    14. Prepare reports, analyses, and presentations as required.
    15. Ensure all special education practices across the county comply with local, state, and federal regulations.
    16. Demonstrate strong leadership, organizational, and communication skills.
    17. Work collaboratively and professionally with teachers, administrators, service providers, families, and state agencies.
    18. Use data to inform decisions and monitor program effectiveness.
    19. Model and support equity, inclusion, and excellence in educational opportunities for all students.
