    On or before the first day of April of each year, this Board shall compile a list of facilities with available space for child day care for the benefit of school employees and others during the next ensuing school year. Such space shall be made available thereafter for use as a child day care facility upon the decision of this Board or upon written request therefore by a duly authorized representative of the local membership of a Statewide association of school personnel, a parent-teacher association or any other entity recognized by this Board as suitably responsible for the implementation of such program in the County until such time as the space is deleted from the list for good cause shown.

    The Superintendent shall develop administrative guidelines that will ensure that:

    1. prior to the creation and approval of any latch-key program, parents and other members of the community are provided an opportunity to make recommendations on the operation and funding of the program;
    2. the major emphasis is on providing educational programs and activities that help the students learn how to function more effectively as learners in the school setting while, at the same time, coping better with the out-of-school factors that are interfering with their educational program;
    3. adequate attention is given to ensuring the students are being clothed and fed properly, exercising regularly, and learning how to maintain good physical and mental health;
    4. any organization(s) contracted with to provide these programs has acquired adequate liability insurance and is maintaining appropriate adult-child ratios, providing quality child are and, in general, complying with guidelines established by the State and the County;
    5. parents are notified about the program and the procedures for enrollment;
    6. there is continuing assessment of the effectiveness of the program by staff, participating parents, and other concerned members of the public.
