    1. Positively Charged

      Recognized four schools for meeting their annual targets in Math or Reading. Geary Elementary Middle School and Spencer Middle School met their annual targets in Mathematics. Spencer Elementary School met its target in English Language Arts. Roane County High School not only met its annual target, but also doubled proficiency compared to 2016-17, and did so on the college-bound SAT test in Mathematics.

    2. Public Participation

      Allison Miller and Lora Metheney (SES teachers), Nona Perkins, Andrea Hayes, Robin Jarvis, Suzanne Rector and Loana Hoffman (WEMS teachers) all expressed their concerns regarding the affects of the proposed personnel realignments for the 2019-20 School Year.

      Pamela Cain (Speech Language Pathologist GEMS / WEMS) expressed her appreciation for the board and Dr. Duncan for showing their support for our teachers concerning education legislation.

  2. New Business for Consideration and Potential Action
    1. Resolution regarding educational priorities and school fundingMotion by Jeffrey Tanner and seconded by Gregory Boggs to approve. Motion carried. (7:13 pm)
    2. Review of Student Expulsion 01242019Motion by James Minney and seconded by Jeffrey Tanner to go into closed session as per WV Code 6-9A-4(b)(3) for a student expulsion hearing. Motion carried. (7:15 pm)Motion by Jeffrey Tanner and seconded by Gregory Boggs to return to open session. Motion carried. No action was taken in closed session. (7:25 pm)
    3. Review of technical revision to Policy 3120.12 - Areas of Critical Need and Shortage, as well as addition of General Science (5 - Adult) and Chemistry (9 - Adult) as areas of critical need and shortageMotion by James Minney and seconded by Eileen Richardson to approve proposed revision. Motion carried. (7:27 pm)

    5. Overview of Proposed Personnel Realignment for 2019-20
    6. Consideration of the Superintendent's ContractMotion by Gregory Boggs and seconded by Jeffrey Tanner to go into closed session. Motion carried. (8:46 pm)Motion by Jeffrey Tanner and seconded by Gregory Boggs to return to open session. Motion carried. No action was taken in closed session. (10:07 pm)Motion by Jeffrey Tanner and seconded by Gregory Boggs to offer the Superintendent a new contract for a four-year term beginning July 1, 2019, and to start at a base salary of $95,000 with incremental increases of $2,500 per year.       The Medical Office program teacher is retiring and that program may be removed for now since interest in that class has decreased.

      Some sewer lines will have to be dug up as part of construction work on the campus.

  6. Superintendent's Remarks

    In WV Legislature, a new school calendar bill came out just today.

    The plan from the Governor's office and the House is to get the "clean bill" - which contain the 5% pay raises for all teachers, service personnel, state employees, state police - out and on the Governor's desk before the end of the session.

    There are big plans in Roane County Schools in the next 4 years of Superintendent's term.
