- Positively ChargedThe Board recognized students who participated in various summer academies. Governor's School of Entrepreneurship - Felicity Shannon; Governor's Honors Academy - Chloe Sotomayor; Rhododendron Girls State - Emily Chandler, Abigail Collins, Alexa Lawson, and Abby Nichols; Mountaineer Boys State - Cameron Bennett and Roman Moore; Hugh O'Brien Youth Leadership Program - Suraya Boggs, Kiran Boggs, and Bryson Watson; and Governor's STEM Institute - Carter Gaughan, Eli Howard, and Madison Lawson
- Update on Bond Construction Projects from Clerk-of-the-WorksDavid Morris from DLM Decisions presented on the progress of roofing and HVAC projects. GEMS and SES are finishing up roofing, RCHS and WEMS have quite a bit of work still. There was a hiccup with the chiller at RCHS. It has now been fixed and the roofing should finish ahead of schedule at around first week of October. WEMS will be idle next week and have a double crew the next week to catch up.
- Public ParticipationBonita Schreckengost, Substitute Teacher, requested clarification on the Substitute Teacher evaluation process. Joetta Real expressed a concern on the substitute calling system.
- New Business for Consideration and Potential Action
- Report from the Spencer Middle School Planning CommitteeBill Ratcliffe and Amanda Chevront, from Thrasher, presented on updates concerning the SBA Needs Cycle. A preliminary program of spaces has been developed. They are currently evaluating the types of spaces that will be needed to deliver the curriculum for SMS. All the middle schools that were visited had project-based spaces with mobile stations that made these spaces flexible to accommodate different class setups. These are some of the things we will need to consider. Using the funding formula, they are preparing the Needs Project to be submitted to the SBA, which is due September 9th. Hoping to schedule a meeting with SBA next week. Once we know whether the project will be funded, we can start working deeper into the planning. According to the formula, you can request a building that is 57,596 sq.ft., with a cost of $252 per sq. ft., which is $14,514,192. It will be requested that they provide funding for the entire building cost.

- RJTC Administrative Council (8/20/2019)RJTC is fully staffed, with welding and nursing instructors hired over the summer. There have been some delays on the current SBA project, due to issues with the contractor. The work for the additional classrooms has now continued. The design stage for their next project is still waiting on the SBA to release funds. This project deals with the sewage plant and drain system. Enrollment has been strong for all subjects except for the robotics program, which was very popular last year.
- Superintendent's RemarksIt was a smooth start for all schools. Still working on air conditioners at some schools. We will soon be looking at what items need to be replaced to keep them working smoothly. There was a skunk on playground at SES. Students were kept in for recess. It is still too early to see where our enrollment will be this year, but it has gone down. The decrease in enrollment this year is a little less than the decrease last year. The big dip in numbers remain with Pre-K and Kindergarten classes, which may be due to the change in the cut off date for birth dates. The same drop in Pre-K was noticed statewide last year so a statewide drop in Kindergarten this year may occur. Spoke with State Superintendent Dr. Paine and discussed our need for technology professionals. Once a month, we plan to start discussing student achievements. We hope to have our curriculum team presenting some data at our next regular meeting. Spoke with Delegate Atkinson, who wanted to congratulate us for being fully staffed, which not many other counties can boast. We discussed the work he had done to get us more counselors and mental health workers and that our next need will be for technology. The students need a technology program because those jobs will be needed in the future everywhere.
