    7. Superintendent's Evaluation for 2021-22Motion by Gregory Boggs and seconded by Eileen Richardson to to go into closed session to discuss the Superintendent's Evaluation. Motion carried. (9:55 pm)This Summary Statement of Superintendent Evaluation for Dr. Richard Duncan was given on June 9, 2022: In accordance with WV State Board of Education policy 5309 and RCS Policy 121, the members of Roane County Board of Education have completed their evaluation of Dr. Richard Duncan for the SY 2021/2022. Board members were provided a WV State Board of Education approved evaluation tool consisting of 56 criteria points across 9 separate categories, along with the Superintendent's goals for the 2021/2022 school year. Dr. Duncan also provided a narrative response to these goals for all board members. Each board member independently completed an evaluation document based on those responses. The Board President compiled and presented one aggregate report to the whole board for discussion of Superintendent's strengths and weaknesses, as well as the Board's own performance as the public body also in charge with the educational responsibility of Roane County. During this formal evaluation, the Roane County Board of Education found Dr. Richard Duncan to have met and/or exceeded the standards set forth in all 9 categories set forth by the evaluation tool. Improvement in future performance for both the Superintendent and the board were also a part of this discussion. Changes in terms, benefits, and salary were not discussed, as Dr. Duncan's contract was not due for renewal in 2022.

  7. Superintendent's RemarksMet with Marshall University's Behavioral Awareness Technical Assistance Center. The program focuses on staff and student awareness and are developing strategies to work with that. The new entrance at SMS is still waiting on the glass. As for the entrances at WEMS, we are on the last steps at the nursing station. At GEMS, I received a close-out request for the paving project, which included the drainage issue. These all should be finished soon. Tomorrow I will be at Stonewall Resort. Dr. O’Cull is leading a school reform working group to discuss the different competitive choices out there for school systems and kids now and what local boards can do to compete. I have another meeting with Dr. O'Cull on Tuesday for school board member training and data that school board members need to know. Bids for the new SMS date is set, with a pre-bid meeting on Tuesday morning at RCHS and bid opening on the 28th. The SBA had a very good review of our plan. With the exception of our green roof, there are no luxury items, so it looks like the SBA is behind our project. If we go over budget, they will back us up with the extra funding needed. There are conversations about school safety going around, but every school does have a plan, as they have been required for the past 15 years. Maybe now is time to work on school safety projects to secure all windows and doors, which will cost millions of dollars.
