Policy AG 230i - Formation and Operation of Co- and Extra-Curricular Clubs and Activities

- For the purposes of these guidelines, and in accordance with RCBOE Policy 220, "co-curricular" shall refer generally to topics that are directly related to regular curricular offerings of a school and / or form part of the offering of a course(s), such as participation in marching band as part of a course in band; "extra-curricular" shall refer generally to topics that are outside the regular curricular offerings of a school, such as a school pep club. For the purposes of these guidelines only, interscholastic athletics shall not be considered in this definition as they are considered under AG 230.ii.
- Any student(s) wishing to form a co-curricular or extra-curricular club shall request the same of the school principal and receive approval to do so prior to planning, advertising, or operating any activities under such a club.
- Co-curricular clubs and activities shall be sponsored by a teacher or other professional staff who has the necessary content knowledge and experience to do so successfully. It shall be the responsibility of the school principal, subject to approval of the Superintendent, to assign such a staff member to support the formation of such clubs and operation of such activities at the school unless such assignment results in additional compensation for the staff member beyond his / her usual compensation as an employee of the Board. No co-curricular club or activity may operate without an assigned sponsor.
- Extra-curricular clubs and activities shall be sponsored by a teacher or other professional or service personnel staff who has the necessary knowledge and experience to do so successfully. It shall be the responsibility of the school principal, subject to approval of the Superintendent, to assign such a staff member to support the formation of such clubs and operation of such activities at the school unless such assignment results in additional compensation for the staff member beyond his / her usual compensation as an employee of the Board. No extra-curricular club or activity may operate without an assigned sponsor.
- Should the assignment of a staff member as sponsor of a co-curricular or extra-curricular club or activity result in additional compensation beyond his/her usual compensation as an employee of the Board, such assignment shall be posted and filled as directed in WV Code 18A-4-16.
- Once so assigned, whether by the school principal or Board, the sponsor shall assume all responsibility for operation and management of the club or activity, including but not limited to maintaining order at all public and private meetings and activities of the club, overseeing and managing any fundraiser operated by the club, and ensuring that the activities of the club and its students comply with applicable federal and state law and state and Board policies. A sponsor shall be present at all events and activities of the club.
- Nothing in these guidelines shall prevent a student from participating in co-curricular opportunities provided by his / her school. Student participation in extra-curricular opportunities may be limited at the discretion of the school principal pursuant to federal and state law and state and Board policy.
- The co-curricular and extra-curricular opportunities offered for students at the County's schools shall be annually reviewed by the Superintendent. Such review shall include feedback and input from students, teachers, administrators, and parents of the school.
