    Effective January 24, 2019

    1. A student who enters Roane County for the first time shall be assigned a grade level commensurate with his/her age and academic progress thus far as evidenced on records transferred in from a regionally- or state-accredited public or private school.
    2. A student who enrolls in a Roane County public school from home instruction shall be placed in the grade level he/she last attended at an accredited public or private school unless evidence is provided of mastery of content at a grade level appropriate to his/her age.
    3. A student who enrolls in a Roane County public high school from home instruction shall not receive any high school credits for work completed while on home instruction unless these credits have been verified and awarded through a regionally- or state-accredited public or private school.
    4. A student who has demonstrated mastery of content standards appropriate to his / her current grade shall be promoted to the next grade level for the following academic year.
    5. A student who has not demonstrated mastery of content standards appropriate to his / her current grade may be retained in that grade for the following academic year if and only if the following conditions are met:
    6. The student has demonstrated a deficiency(ies) in reading or language arts and/or mathematics.
    7. The student has demonstrated behavior and social, emotional, and physical maturity that is appropriate for retention in the current grade level.
    8. An appropriate system of interventions has been developed and implemented with fidelity but has proven unsuccessful at addressing the student's deficiency(ies). Such a system shall include, but not be limited to:
    9. Appropriate, research-based academic interventions in following with the Multi-Tiered System of Supports
    10. Documented communication between teacher(s), parent(s) or guardian(s), and the school principal regarding the deficiency(ies) and the possibility of retention. Such communication shall begin no later than the beginning of the second semester of the academic year after which the student might be retained.
    11. Referral to and intervention from the school Student Assistance Team (SAT)
    12. A student may not be retained in a particular grade level more than once.
    13.  A student may not be retained without the signed authorization of the school principal and the Superintendent.
    14. Unless required as part of an Individualized Education Plan, a student may not be promoted more than one grade per academic year. Any student promoted more than one grade in an academic year must have the signed authorization of the Superintendent.
