    Effective July 1, 2019

    The Board through the powers derived from the West Virginia Code, is responsible for the employment and discharge of all personnel. To carry out this responsibility, it delegates to the Superintendent the function of establishing and implementing a program of personnel assessment for all professional personnel. To that end, the Board adopts West Virginia Board of Education Policy 5310 as its policy for the evaluation of professional personnel. The Superintendent shall develop administrative guidelines as required by this policy to implement its prescribed program of evaluation for all professional personnel.  

    All substitute professional personnel whose assignments are not covered by the system of evaluations discussed in West Virginia Board of Education Policy 5310 shall be evaluated using a system of evaluation that contains the following components:

    1. A schedule of observation(s) and evaluation(s) prescribed by the current contract status of the assigned personnel
    2. A set of forms and/or instruments used to document these observations and evaluations that have been approved by the Board prior to their use
    3. A process for assisting assigned personnel in improving practice after a documented observation and subsequent evaluation of unsatisfactory performance

    The Superintendent shall develop administrative guidelines as required to implement a program of evaluation for all substitute professional personnel.
